Stonegate Neighborhood Will Have Parcel Tax

The Stonegate neighborhood in Sierra Madre is now a Community Facilities District, and its residents will have to pay an additional parcel tax to fund storm drain maintenance.

Property owners in the Stonegate (or Carter One) neighborhood, which consists of 20 lots on Baldwin Ct., Carter Ave. and Nathaniel Terrace, will have to pay an extra parcel tax to fund maintenance of their storm drains. The Stonegate neighborhood is now a Community Facilities District.

The decision was made at last week’s City Council meeting after Stonegate property owners voted in a mail-in election. One vote was allotted for each acre or portion of an acre a person owned. Currently, the developer owns the majority of the Stonegate properties, so they held the majority vote.

In all, seven ballots and twenty-eight votes were cast. The CFD was formed with a unanimous decision. No one spoke during the public hearing.

The tax will be implemented for the 2012-13 tax year and start at $238 per parcel, but will increase annually based on the Consumer Price Index for All Urban Consumers. The tax will bring in $6,907 in 2012-13.

When the Stonegate neighborhood was developed, existing storm drains were modified and new drains were built. A clarifier was installed based on L.A. County Department of Public Works requirements. While LADPW will fund some drain maintenance, they will not fund clarifier maintenance. The parcel tax will be used primarily for the clarifier and other storm drain maintenance.

If property owners had not moved to establish the CFD, the City would be responsible for finding funding for the drain maintenance.

Stonegate properties are priced from $480,000 to over $1 million, and range in size from a quarter of an acre to over five acres, according to the official Stonegate Sierra Madre website.
