General Plan Committee Stays on Schedule

Phase One almost complete with more discussion on Land Use issues

The General Plan Steering Committee (GPSC) completed the second pass of the as part of their Work Program agenda Tuesday night. There were some revisions made to language and a few motions passed as well.

Committee member Teryl Willis presented a packet describing various parking terminologies such as podium parking and tuck under parking. The committee discussed the impact each type of parking would have on the community, especially in an emergency situations such as an earthquake. In 1994, 16 people died at Northridge Meadows when a parking structure collapsed during a 6.7 magnitude earthquake.

Committee Member Colin Braudrick, filling in for absent Chair Denise Delmar, decided to form a sub committee to further review safety issues concerning both the types of parking and draft language to incorporate in the new General Plan.

During the continued review of Land Use chapter of 1996 General Plan Matrix, the following updates were made:

A motion was passed to add L32.11 to state: Ensure that all development and new uses provides sufficient off-street parking.

A motion was passed include L33.3 to state: Adopt an artisan mixed-use zoning code to regulate commercial, light industrial and residential uses.

In review of the General Plan Update Timeline, Committee Liaison Danny Castro updated the committee on the status of the six tasks set for completion under Phase One of this 3-phase plan. The six tasks include:

  • The dissection and identification of key missing pieces in the 1996 General Plan (completed 2nd pass on January 3, 2012)
  • Review of the Outreach Program (an ongoing process)
  • Complete General Plan Visioning Session (completed November 30, 2010)
  • Complete at least two Town Hall Forums (1st Forum completed on December 20, 2010; 2nd Forum completed on May 20, 2011)
  • Create a Technical Background Report (Existing conditions and trends within Sierra Madre and surrounding areas. Provides the environmental impact report.) The GPSC will continue reviews of final edits on February 7th 2012.
  • Create Vision and Guiding Principals (completed September 21, 2011)

Overall, the GPSC is on schedule to complete the new General Plan and have a draft ready by April. In February, the GPSC will review the final Redline General Plan document, review the Technical Background Report and Land Use Map, including open space destinations and analyze the current Floor Area Ratio data in place.

The GPSC will hold their next meeting on Tuesday, February 7 at 6 P.M. in City Council Chambers.
